The Harvard-Woodstock Enterprise Zone covers an area of approximately 7.75 square miles. The Enterprise Zone was created to stimulate economic growth by providing expanding companies with incentives that can include tax abatements, income tax credits, sales tax exemptions on the purchase of materials used in manufacturing and utility tax exemptions.

A business must be certified in the State of Illinois to qualify for exemptions. There are also requirements for capital investment and job creation or retention. Enterprise Zone Administrator Charles Eldredge oversees the qualification process. A five-member board oversees the Enterprise Zone.
